Private property management cat/kitten killings

I got disturbing calls from residents of Mill Run Apts. in Union that cats are being locked in crawl spaces. I made call to Union's HLEO and made offer to send a team to trap and rescue all cats there with no cost to Union or Mill Run. Apparently, there are cats there that are not fixed, keep giving birth and the newborns are dying, cats being run over intentionally/poisoned. Dead cats are not being picked up by Union, etc. It is considered private property. It must be a horror scene. As a resident of Union, I will not stand for this. I advised folks whom to call and keep calling.
